The word incompetent relates to the book I just read where the CIA seemed to be incompetent with solving a murder because the man had no clue who the real murderer was and was just not a good detective. The CIA man only looked down one angle to discover who was the murderer whereas a good detective would explore every angle to find the most evidence and use the most resources. He ended up with not solving the murder and instead a regular cop did because of him being not capable of doing his job. (Megan)
